PETITION TO TAKE COUNTRY ROADS HOME TO “BEST VIRGINIA”

A Declaration for Liberty, Local Self-Governance, and Constitutional Unity

Presented by West Virginia Constitutional Conservatives

WHEREAS, the People are endowed by their Creator with the unalienable rights of life, liberty, and property, and that all just government derives its authority from the consent of the governed; and

WHEREAS, the citizens of Western Maryland and Western Virginia have long endured the overreach of distant governments in Annapolis and Richmond, governments that no longer reflect their values, respect their freedoms, or represent their way of life; and

WHEREAS, those state governments have repeatedly violated the principles of limited government and individual liberty by seeking to erode the Second Amendment, burden citizens with ever-increasing taxes and regulations, impose radical and unscientific “woke” theories upon our children, and use taxpayer funds to subsidize destructive green schemes at the expense of working families; and

WHEREAS, the State of West Virginia has stood firm in defending the Constitution, the right to keep and bear arms, the sanctity of life, the sovereignty of parents over their children’s education, the dignity of work, and the freedom of religion and conscience; and

WHEREAS, the right of self-determination is a cornerstone of our Republic, and free men and women have the right to choose their government, their community, and their future; and

WHEREAS, Delegate S. Chris Anders of West Virginia has introduced House Bill 2611, “Relating to allowing localities contiguous to the border of West Virginia to join the state via local elections,” and will reintroduce it in the 2026 Legislative Session, thus providing a lawful path for willing counties to unite with West Virginia; and

WHEREAS, Senator Chris Rose has introduced a resolution inviting Virginia and Western Maryland counties to petition to join West Virginia, reaffirming the spirit of unity, liberty, and shared heritage among our border communities; and

WHEREAS, the citizens of these regions share a deep bond of history, faith, and frontier independence that transcends political boundaries and affirms our commitment to freedom and local control;

THEREFORE, BE IT RESOLVED, that we, the undersigned citizens of the Commonwealth of Virginia and the State of Maryland, do hereby petition our County Commissions, Boards of Supervisors, and local representatives to take all necessary and lawful actions to place before the people a referendum on joining the State of West Virginia; and

BE IT FURTHER RESOLVED, that we call upon our local and state officials to honor the will of the people, to defend the Constitution of the United States, and to reject the dictates of distant bureaucracies that seek to trample our rights and undermine our sovereignty; and

BE IT FINALLY RESOLVED, that we, the undersigned, reaffirm our faith in Almighty God, our loyalty to the Constitution, and our unyielding belief that liberty, not government, is the source of prosperity and peace.
